It means:
Colonists wants independence and liberty, and the upside down stamp act probably means that they will not obey the law. This showed that the colonists were bad guys. And the cartoon is from Brtish point of view which try to express that the colonists were bad and rebellious.

Artist's point of view: He/She wants the people to understand that the colonists were British enemies. The British didn't do anything to harm the colonists, but the colonists were doing whatever they could to disobey the British laws, and to fulfill colonists themselves requirements.

Similarity and Differences Between The Two Pictures: Two pictures were express from different point of view, and the black and white one is a political cartoon. They are also similar in a way because they all involves Boston Tea Party and colonists were participating in dumping the tea activity. Also the setting of the two pictures are similar too. Both showed that it's near harbor.

The meeting was convene for the purpose of preventing the tea from landing to the harbor.

I think the commander requested no damage to the ship because their only purpose is to dump the tea, and expressed the anger that they felt by the British abuse. If they destroy the ship, it might brought up more tension and troubles for the colonists, also maybe they don't want to harm anyone from this action. And there's no point of destroying the ship, when they are mad about the tea act.
3) Hewes declared, “Let every man do his duty, and be true to his country.” What duty were the “Indians” performing, and for what country? Explain.
I think that the Indians were protesting against the idea of taxing on tea. And tried to resist the taxing by protesting and dumping tea into the ocean to show that colonist's rights should not be violate, and by taxing them on tea to help a failing British company is a sign of oppression to them. So when Hewes said "let every man do his duty, and be true to his country." means that colonists should stick up together and fight against the abuses from British government for own country's benefits. In this case, the " Country" means the United States, or the colonies, which showed that the colonists wants independence.
4) What is the significance of the colonists dressing as Indians?
The significance of dressing themselves as Indians is that helps to protect themselves from being shot by the British soldiers since they hide their identity, and no one would recognized the "indians" are actually the " colonists".
5)What made the Boston Tea Party different from other forms of colonial protest?
The Boston Tea Party is different from the other forms of colonial protest, because nobody died from this protest, and no violence occur. The colonists knew to hide their identity to protect themselves by dressing up like an indian.
